Symptom: Not traffic fairness when fair-queue feature is used with tunneled traffic. Conditions: When QoS service-policy containing "fair-queue" feature and applied to tunneled traffic, all the traffic would be sent out via a single flow queue. it's because only the tunnel's outer header information would be seen by "fair-queue" feature, hence considered as the same flow.
