Description (partial)

Symptom:
Configure the Common/default contract under VRF as provided and consumed contract,if we switch the Policy Control Enforcement Preference from Enforced to Unenforced. Then change it back.
The configured Contract will not work, no traffic is allowed among the EPG configured under this VRF any more.

Conditions:
This issue will only occur when contract associated with VRF is permitting all traffic using filter like (ethertype==unspecified) and policy enforcement is toggled.
