Description (partial)

Symptom:
The generated FQDN will not be updated after IPDevice.add API call to register a unregistered device.

Conditions:
When a new MTA device boots up in the network, it will be added to RDU as NOT_REGISTERED device and it will have its FQDN generated, if the /fqdn/auto/unregistered/enable and /fqdn/domain properties set in default COS. Making IPDevice.add API call for this device will make the device as REGISTERED one but the FQDN will not be updated if there is a different host and/or domain name is specified in the IPDevice.add API call.
