Description (partial)

Symptom:
MME-UE-S1AP-ID leak is seen in session manager task running with MME service, which results in call reject when the freed MME-UE-S1AP-ID gets re-assigned to a different subscriber.

Conditions:
MME runs the build 16.3.1. 
MME tries to destroy the UE eNB context by simply sending UE-CONTEXT-RELEASE without starting any timer to wait for response and clean up the ID at stack.
