Symptom:
J4A take long time sign out while sign in and sign out some times

Conditions:
J4A take long time to sign out while sign in and sign out 4 times

light analysis:
The issue is that Telephony service received lots of reAuthenticateImpl() event from JCF config service, which caused telephony service task queue be large.

Telephony service tasks are not blocked, it is still running.  Since reAuthenticateImpl() will restart ECC, and will talk long time to finish. So it looks the task queue is blocked, but actually not. 
I don't know whether Telephony service can do something. If we want to improve this, maybe we need to know why Telephony service receive so much OnConfigValueChanged() in very shot time from config service. 

Each CCMCIPServer/TFTPServer/CtiServer1 will trigger a callback OnConfigValueChanged() and reAuthenticateImpl.

Whether JCF can do some enhancement on the case to avoid Telephony Service was blocked with reAuthenticateImpl(). if 10.6 branch have risk to do this, whether it can be handled on 11.0.
