Description (partial)

Symptom:
When a RetirePackage request is sent to BOA, BOA requires that the SourceId field is present and that the sourceIds listed are numeric.  However, the components that actually perform the offer deletion, OASM and BSM, do not use the sourceIds in the list.  Any valid number in the SourceId list will allow the RetirePackage request to be submitted to BOA, regardless of whether they represent actual source IDs in the NM database.

Conditions:
Operator submits a RetirePackage request to BOA.
