Description (partial)

Symptom:
packets are getting discarded as per ITC  policy.So dataVolumeGPRSUplink    in EGCDR should be (Total Uplink Bytes - Total Dropped Packet Bytes) but in Actual scenario on 16.4.0.58376 , Incorrect dataVolume  in EGCDR found with ITC configured

Conditions:
I have configured ITC through the cli in charging action

flow limit-for-bandwidth direction uplink peak-data-rate 32000 peak-burst-size 8000 violate-action discard committed-data-rate 16000 committed-burst-size 4000 exceed-action

while doing wget a huge file, packets are getting discarded as per policy.So dataVolumeGPRSUplink    in EGCDR should be (Total Uplink Bytes - Total Dropped Packet Bytes)
