Description (partial)

Symptom:
The two cases listed below aren't localized:
1).Device Management->CUCM->Regions. Click any Region, then click the "Action" drop down in upper right corner. "Apply" and "Reset" aren't localized.
2).Subscriber Management->Phones. Click any Phone. In the upper right corner, the "Action" drop down, "Reset Phone" ins't localized.
