Description (partial)

Symptom:
User will not be able to access any http/https sites during the brief outage.

Conditions:
- CX Versions - 9.3.1.1(112) & 9.3.2.1(9)
- ASA Image - 9.1.5
- Access the PRSM browser interface of the CX module, and make a change that requires a commital of the change.  The change does not have to be an access policy change.  It can be any change.
