Description (partial)

Symptom:
Barrier errors get propagated to peer racks causing system wide impact.

Conditions:
When an bad S3(metro) asic injects bad barriers, the MSCs connected to that S3 Wedge and DIFF barrier errors are observed at S2. These errors propagate to peer rack S13s causing plane flaps, asic resets, MSC reloads and sometime can melt down the system.
