Description (partial)

An apostrophe (') sent in a SOAP/XML billing request element text is converted to unicode 250 and placed in the database.

The billing system sends an apostrophe (unicode decimal number 39 or hex 27) in a SOAP/XML billing request element value.  Example: ModifyDhctAdminStatus
