Description (partial)

Symptom:
The ASR903 does not send a SNMP-TRAP, when the clock quality of T0 is changed

Conditions:
If  shutting down the interface and the ASR is getting another quality-level over another interface, a trap is generated.
If the quality-level is changed from PRC to SEC over the same interface, no trap is generated
