Cisco Bug: CSCus19354 - CMTS VRF : LQ will not be sent for CPE when CPE ARP entry is expired

Symptom: 1, In service flow vrf mapping case, when CPE DHCP online in another bundle interface other than the CM's, ARP time out of this CPE will not cause it removed from HOST DB. 2, In this vrf mapping case, If CPE is in HOST DB and not in ARP table, v4 LQ can not recover its ARP entry, so traffic from/to this CPE will be blocked after CPE arp time out. 3, It is observed that LQ for CPE will be sent out to CM's bundle's lq server, it should be sent to CPE bundle's lq server. Conditions: 1 CPE and CM in different vrf under service flow vrf mapping case. 2 Enable v4 lease query.
