Symptom:
Traceback observed when modem coming online:
SLOT 8/1: Dec 14 04:34:35.695 CST: %UBR10000-6-CMTS_SLOT_OUT_OF_RANGE_ERROR: Slot 9/Subslot 0/MD 0 is out of range.

Conditions:
1. Different mac-domains on one 3G60 and no shared downstream channel, for example, mac-domain 8/0/0 DS 8/0/0 0-23 and mac-domain 8/0/1 DS 8/0/1 0-23.
2. Downstreams from the different mac-domains mix together on RFGW side.
3. Modem from one mac-domain locks DS from another mac-domain and try to range on it to come online.
