Description (partial)

Standby MIO stuck in continuous reboot loop.  Current software always tries to reboot standby MIO to recover.  Issuing "no standby-spc-boot" command stopped the continuous reboot temporarily but eventually the system recover mechanism tries to reboot the card after timer expires.

MIO rebooted do to a SEU event, switchover to standby MIO then got stuck in cyclical reboot due to CDETS CSCup63351.
