Description (partial)

Symptom:
A LISP database mapping configured with a zero priority and zero weight fails to be installed in CEF. ITR encapsulation from local hosts covered by the EID prefix and decapsulation to the same hosts fails.

Conditions:
Locator ID Separation Protocol xTR configured with a "database-mapping" command specifying a zero priority and zero weight. Zero priority and weight can also result from the use of a locator-set that does not specify a priority and weight for its locators.
