Description (partial)

Symptom:
There is a mismatch while printing the Instance number for different SNMP traps in "show snmp trap history" output.

(MMENewConnectionsDisallowed) Instance 1,MME new connections disallowed, initial reason newcall policy
(MMENewConnectionsAllowed)     Instance :1, MME new connections allowed

It should be either Instance 1 or Instance :1 for all traps.

Conditions:
1. Configure newcall reject policy cli.
2. Initiate an EPS attach. Attach is rejected and "MMENewConnectionsDisallowed" trap is generated.
3. Unconfigure the newcall policy cli.
4. Again initiate an EPS attach. Attach is successful and "MMENewConnectionsAllowed" trap is generated.
