Description (partial)

Symptom:
License expiry date shows 12/30/1969, this happens when PCA server is running in a different time zone than the PCA Client.

Due to this difference, the date value retrieved in UI differs, and one of the UI logic fails.

Conditions:
PCA server is running in a different time zone than the PCA Client
