Description (partial)

Symptom:
During PG Startup or after exit_opc PG requests the configuration data from Router. Router responds back with the configuration in configurePGResp message back to PGs.

Default Congestion Control Values:
Congestion Level: 0
Congestion TreatmentMode: 4

Conditions:
Router is passing Congestion Control parameters to the PGs when Congestion Control is disabled.
