Description (partial)

Symptom:
Power supply on Nexus 7700/7000 shows "Fail/Shut" but power supply works normally providing power.
From "show environment power detail" the following Register value is seen common on the affected power supply

"Reg4 bit1: Restarted successfully from Input Over-voltage"

Conditions:
1) This bug is specific to Input Over Voltage condition. This is not related to CSCty78612 or CSCtt38629
1) This issue will be seen only after the Power input is restored to normal voltage.
2) The "show environment power detail" output must show the following:
"Reg4 bit1: Restarted successfully from Input Over-voltage"
