Description (partial)

Symptom:
Unexpected usage of UCS Licensing - Used Quantity shows as greater than the number of ports in use.
Even after unconfiguring all ports on the FI and restarting PMON services, the Used Quantity is a non-zero value.
Unable to determine which ports are consuming the licensing in the logs.

Conditions:
Potentially caused when installing SFP's into unified ports and configuring them for FC (FC Switching mode) but leaving them unconfigured, however other operations that configure and unconfigure ports have been known to trigger this issue
