Description (partial)

Symptom:
1.	Billing Files do not get forwarded to the expected directory by L-ESS after they are transferred by ASR to L-ESS.
2.	In the current logs, the following error message is displayed, after which there is no activity of L-ESS. This may indicate that L-ESS is in a suspended condition.

3. The SNMP alarm is sent indicating connection failure with the host but the clear alarm for the same is pending.
4. L-ESS disk consumption increases due to pending files to be forwarded to the billing server

Conditions:
1. L-ESS is configured to pull the files from at least one remote host, (which may not be billing files). 
2. The maintenance window or the remote host is being reloaded.
