Description (partial)

Symptom:Flowspec rules not applied to either ipv4 or ipv6 traffic flows following proc restart of flowspec_mgr on Active RP.

Conditions:Observed during test:
Prior to 'proc restart of flowspec_mgr' on the active RP the following processes were successfully restarted on the RP where the traffic continued to be forwarded as per the drop or police actions configured for the respective matching flows and traffic was not impacted for non-matching flows:

rsi_master
rsi_agent
