Description (partial)

Symptom:
Dependent Radius CoA's may arrive in reverse order at destination resulting in wrong service being enabled for the subscriber.

Conditions:
Two CoA's for same subscriber are sent immediately after each other and are routed via different load balancers. If one load balancer has a higher processing delay, it may happen that the second CoA arrives before the first.
