Description (partial)

Symptom:
Symptoms for this issue is discard drops in ingressq for traffic destined to a CRS-X fabricq. Note that discard drops happen in ingressq when the destination fabricq queues build up and it notifies the ingressq to discard packets.

Conditions:
The cause for this is buildup in the fabricq queues. So far this has been seen under 2 circumstances:
i) When the PPEs are running at huge utilisation and back pressures the fabricq, the fabricq queues will build up and send discard to ingressq to drop traffic at the ingressq level itself.
ii) When there is a huge burst, the fabricq queues may not be able to accommodate and hence sends discard to ingressq.
