Description (partial)

Symptom:
DNS server list re-ordering in CSM is not working properly.  CSM is not recognizing the dns server list order changes. 

For example:

dns server-group DefaultDNS
 name-server A.A.A.A
 name-server B.B.B.B
 name-server C.C.C.C

Within CSM if you move the entries around, CSM will not take into consideration the change that had occurred.

name-server B.B.B.B
name-server C.C.C.C
name-server A.A.A.A

no change will be sent to the ASA since the re-ordering is not detecting the change.

Conditions:
Seen in multiple CSM versions.  4.4 and 4.7 were exhibiting this behavior.  Most likely other versions have the problem.
