Description (partial)

Symptom:
When a remote end of a vPC port channel member is shut down, the local end takes ~10 secs to shutdown. This is only seen when the port channel is 'active', i.e., has LACP enabled.

This issue is not seen when the local end of the port channel member is shut or when the cable is pulled from the remote end.

Conditions:
This issue was seen in a couple of setups which had more than 200 vPCs in the switch. With lower number of vPC port channels, this issue was not seen.

The problem is seen when ALL the following conditions are satisfied:

-- Large number of vPC port channels (~200 in our setup) on the switch.
-- vPC port channel is active, i.e., has LACP enabled.
-- Shut is done on a port channel member at the remote end
