Description (partial)

Symptom:
protocols using L2 control packets may flap if ingress NP starts dropping packet due to congestion. 
In general EFD (Early fast discard) should prioritize L2 and L3 control packets but we found that certain L2 packets such as LACP and ISIS are not prioritized in NP and hence may get dropped.

Conditions:
If ingress traffic rate is more then TOP parse in NP can handle. In most cases this condition may arise due to bursty traffic
