Description (partial)

Symptom:
Steps to Recreate :
Create a traversal server zone on the VCSE with H323 and SIP port as 6008 and 7008 respectively
Create a traversal client zone on the VCSC with H323 and SIP port as 6008 and 7008 respectively
Turn H323 mode off on both the traversal server and traversal client 
Now create a new traversal client zone on the VCSC with H323 on (port 6008) and SIP off 
Create a new traversal server zone on the VCSE with H323 on (port 6008) and SIP off

On the traversal server on VCSE the 1st traversal server zone shows active for both SIP and H323 even though H323 is turned off on this zone 

On the traversal client the 2 respective traversal clients zones show Active

Conditions:
On making H323 call from endpoint on the VCSE to the VCSC , the call fails when interworking is turned off , as even though the zone shows Active , H323 is turned off on the zone and there are no Active connections on the other traversal server zone, so the traversal server does not connect to traversal client on H323
