Description (partial)

Symptom:
multicast /DSG QID is zero(0) for some  SF  and 
cmts crash after shut/no shut 6GSPA.

Conditions:
When many primary interfaces up and down very quickly frequently may hit.
for the crash issue, the condition is 1)  Load CMTS (CST-Wuhan-ubr10k) with saved configuration Wait for all SPAs/LC/CMs online, and then send both DS/US unicast traffic and some multicast traffic. 2) Configure fpd-auto. 3)3)Change 6GSPA's card type in running-configure to 3G by copying/pasting all CLI commands together to trigger the auto downgrade progress.
