Description (partial)

Symptom:
Interface flaps/Packet Drops on FortyGig / Hundred Gig interface on ASR 9000  when RSP failover is performed with frequency synchronization configured.  No flaps/drops seen without frequency synchronization configuration.

Conditions:
Frequency synchronization is configured and system clock is recovered from a linecard interface. The syncE input to the ASR9K could be any interface (i.e even GigE/TenGigE).  Flaps/drops are observed on FortyGigE/HundredGigE interfaces on the system.
