Description (partial)

Symptom:
Cisco RFGW10 with converged architecture(DEPI + VOD + SDV),  Video QAM DB has stale 'Reserved bandwidth'  value and hence Session Resource Manger ( like VSRM ) fails to create a new session on the particular QAM at some point.
