Description (partial)

Symptom:
A COS system administrator attempts to add a node to the COS cluster. During node initialization, the Cassandra service cannot be started. The following exception is reported in /var/log/cassandra/cassandra.log: "Exception encountered during startup: Unable to gossip with any seeds."

Conditions:
A node was recently removed from the COS cluster. The node being added has the same IP address as the previously-added COS node.
