Symptom: In 3GPP release-12 Overload control feature, Indication flag AOPI (Associate OCI with PGW node's Identity) is not set correctly by Cisco PGW while sending OCI (Overload Control Information IE) over GTPC messages. So MME might miss overload control information update coming from Cisco PGW. Conditions: In 3GPP release-12 Overload control feature, when Cisco PGW sends OCI (Overload Control Information IE) to MME via SGW, it should set AOPI (Associate OCI with PGW node's Identity) flag, but instead it is setting AOSI (Associate OCI with SGW node's Identity) flag.
