Description (partial)

Symptom:
cefcModuleStatusChange, cefcPowerStatusChange, cefcFRUInserted, cefcFRURemoved, cefcUnrecognizedFRU, cefcFanTrayStatusChange sent when cefcMIBEnableStatusNotification was disable.

Problem exists in 6.1.2.I1.1.
Fix had been integrated into 6.1.2.I3.2.
