Description (partial)

Symptom:
In CWMS, we observed the following behavior:
1.	If CWMS System language is set to a specific language (e.g French), WebEx Site page will be displayed in that specific language (in this example: French) - which is expected
2.	If a host on this system has a language preference set in his/her user profile (e.g. Spanish), after accessing WebEx Site page (which in this example is displayed in French), and logging in with the profile credentials, end user page will be displayed in the preferred language configured in the profile  (in this example it would be Spanish). - which is expected
3a.	If this host with Spanish language preference, hosts a meeting on this system (French language configured for the system), any participant that has a Permanent Meeting Client application installed, if joining as a guest participant to the meeting (without authenticating to the system), the language in the meeting room would be defined by the system language (in this example: French). - which is expected
3b.     If this host with Spanish language preference, hosts a meeting on this system (French language configured for the system), any participant that has a Permanent Meeting Client application installed, if joining as a profiled participant to the meeting (by first authenticating to the system and then joining the meeting), the language in the meeting room for that participant would be defined by the Language setting in participant's profile (if the participant has Russian configured as preferred language in his/her profile, the meeting room language will be in Russian). - which is expected
3c.    If this host with Spanish language preference, hosts a meeting on this system (French language configured for the system), any participant that doesn't have a Permanent Meeting Client application installed, if joining as a profiled participant to the meeting (by first authenticating to the system and then joining the meeting) and installs Temp Meeting application, the language in the meeting room for that participant would be defined by the Language setting in participant's profile (if the participant has Russian configured as preferred language in his/her profile, the meeting room language will be in Russian). - which is expected
3d.	However, if a participant is joining a meeting as a guest and doesn't have Permanent Meeting Client installed, and instead is using Temporary Meeting client, meeting room will be in English regardless of all the settings.

This is not something that would be expected from the system. Temp application should load the meeting room in a default system language to be consistent with permanent meetings application.
