Description (partial)

Symptom:As part of the the FabricUcastMcast test, online diags reports ping failure to all the LCs of Rack 0. Further debugging the Rack 0 LCs will not be seen attached to the FGID 1023, when you see it using "admin show controllers fabric fgid information id 1023"

For example: Inline Fabric ping failures are seen from all the nodes of Rack 1 during the DSC RPFO.
