Description (partial)

When IM&P node when user is assigned to is in failover state, and user logs in to backup IM&P node in the subcluster, when attempt to view user's presence from CUCM Presence Viewer page, alert is thrown: 'No privilege or failed to login to retrieve Presence Viewer information.', and user's presence state in not shown on Presence Viewer page.

CUCM server with Presence Viewer page, IM&Presence subcluster with 2 IM&P nodes, High Availability enabled, manual failover initiated or SIP Proxy services stopped on IM&P primary node so that it causes automatic failover to the backup IM&P node.
