Description (partial)

Symptom:
Multicast packets dropped on a bundle member.

ASR9K increments the following NP counter  PARSE_DROP_IPV4_MCAST_NOT_ENABLED.

NCS6K increments the following PSE counter IPv4 MC not enabled

Conditions:
This is due to a particular sequence of events:
T0) No member is present on the linecard and no member has ever been configured on the linecard since the L3 bundle IF (or bundle sub-IF) has been configured.
T1) Multicast routing is enabled for the bundle IF or bundle sub-IF and committed
T2) A member is added on the linecard
