Description (partial)

cellular  module is not permanently powered-down if it crashes too many times (10 times)

Platform manager (by design), if it detects 10 resets in 1 hr, it would power down module. After that only manual power up of the module has to be done.

However due to a platform manager bug, the reset counter is never set to 0 after recovery of each modem crash/recovery. 
As the result after every 10 modem restarts, the modem will be powered down and back haul manager has to reload the CGR.
