Description (partial)

Symptom:
A MIB object which counts output bytes after queuing when encryption is used should be provided.
Some documentation (like as SNMP Object Navigator) is needed when we add new MIB object, to explain that the cbQosCMPostPolicyByte does not show correct number of byte if encryption is used on the QoS applied interface.

Conditions:
QoS is applied to encrypted traffic.
Both of following cases are affected.
- policy is applied to PHY I/F and pre-classify is used
- policy is applied to tunnel I/F
