Description (partial)

Symptom:
On ABR, TE inter-area tunnel could get expanded on different IGP domain with incoming domain.

Conditions:
When there are multiple IGP instances configured on same ABR. ERO expansion will choose the lowest cost path which may not matching the incoming IGP instance.
