Cisco Bug: CSCur83866 - External connectivity to CIMC or KVM access may fail

Description (partial)

Symptom:
Loss of external connectivity to CIMC.
Failure to launch KVM.

Conditions:
When IP addresses configured as part SP or external mgmt for oob access (static IP or pools) include values which have overlapping pattern  and the IP address which can form a sub-pattern of another IP address is deleted.
Ex:
10.10.10.1 and 10.10.10.11 are both configured and 10.10.10.1 alone is deleted, then 10.10.10.11 would also get deleted because of wrong pattern match in the code (here "10.10.10.11" contains the pattern "10.10.10.1").
This can happen 
1. When a pool of IP addresses (which includes values as explained in the example) is deleted and re-created before the deletion operation for all the IP addresses in the pool is complete. That is before the deletion fsm has completed for all of them. If the user doesn't wait this can lead to scenario as mentioned below:
 - Deletion FSM gets completed for "10.10.10.11" 
 - "10.10.10.11" might get configured before deletion for "10.10.10.1" has happened.
 - So both "10.10.10.1" and "10.10.10.11" are configured.
 - Now the deletion FSM for "10.10.10.1" runs and because of wrong pattern match in the code deletes "10.10.10.11".
2. When static IP addresses are used and the scenario explained in the example occurs.

Issue has also been observed when UCSM HTTPD
