Description (partial)

Symptom:
A 5GHz radio may go down and stay down.  On the AP, "show controller dot11radio1" will show the last reset reason as 71. 

On the WLC, log messages similar to the following may be seen:

*spamApTask5: Nov 13 23:28:15.923: #LWAPP-3-RD_ERR7: spam_lrad.c:10947 The system detects an invalid country code () for AP 00:08:2f:00:11:22
*spamApTask5: Nov 13 23:28:15.923: #LWAPP-3-VALIDATE_ERR: spam_lrad.c:10770 Validation of SPAM_VENDOR_SPECIFIC_PAYLOAD failed - AP  00:08:2f:00:11:22

and the affected radios show in the following state:

Operation State Down Code.................... RADIO_RC_NO_REPORT

In "show run-config" WLC output, the affected APs are seen as being assigned to invalid (UNII-1) channels:
