Description (partial)

When a used port is fully configured on the fabric but the end device has never put the port in an operational state.  There should be a fault thrown to notify the customer that the port is not operational due to the end device. Furthermore, if the port was attached to one or more EPG's there should be a fault thrown on each EPG to allow the customer to know that the issue isn't with their configuration (at least not on ACI side) or issue with the device it's connected to.
