Description (partial)

Symptom:
Link does not stabilize and we see a lot of pkt loss with 8G FC on 5548/96UP ports when connected to specific vendors (HP VC), due to strict enforcement of ELP (by using ARBff on the link).

Conditions:
Speed needs to be set to 8G. Not seen in 4G
