Description (partial)

Symptom:
Adding a service-policy on a L2 port channel interface may fail if the port channel interface was not up.

Conditions:
On a Cisco ASR900 series RSP2 processor router, this issue is seen when L2 Port-channel is in one ASIC and BDI is in another ASIC.

The ASIC to interface association can be checked by executing the following command in the example given below

rsp2#sh platform hardware pp active interface all | i Port-channel2
Name: Port-channel2,  Asic: 1 , hwidx(inpd/inl2id): 0
rsp2#sh platform hardware pp active interface all | i BDI430
Name: BDI430,  Asic: 0 , hwidx(inpd/inl2id): 0
