Description (partial)

Symptom:
In directory /var/tmp/, the CGItemp files consume most of "/" mount

Conditions:
In directory /var/tmp/ there plenty CGItemp files that consume most of "/" mount.
Some reasearch was done via google and found the below related link. They say the restarting apache2 will get rid of these files, hwowever, when i was on the customer's system, i restarted all services and the files remained.
