Description (partial)

Symptom:
On redundant RP setup, the standby RP may display an warning message of CPU hog if the configured VRF exceeding certain number of VRF.  For the reported case, it is exceeding 8000 VRF(s).  The configuration is a PE running BGP with L3VPN configuration.
The warning message is like:
Nov 19 23:04:04.823 CST: %SYS-3-CPUHOG: Task is running for (2739)msecs, more than (2000)msecs (0/0),process = Standby service handler process.

Conditions:
A lot of VRF(s), exceeding 8000 of them.
