Description (partial)

Symptom:
CPUHOG message for process "Reload Toaster PXF CEF Process" showed up

Conditions:
This symptom is seen with possibility when standby PRE is booting up or microcode reload if there are lots of IPv4 routes consume 16k+ mtrie node(typically 64k routes will consume so much mtrie nodes).
